  During the San Diego Comic-Con, we first heard of a rumor that Peter Jackson was seriously considering adding a third "The Hobbit" film. That rumor got stronger as time went on. And now, Jackson has confirmed that Warner Bros has agreed to make "The Hobbit" a trilogy, and that he is shooting "The Hobbit 3" right now in New Zealand.
"We know how much of the story of Bilbo Baggins, the Wizard Gandalf, the Dwarves of Erebor, the rise of the Necromancer, and the Battle of Dol Guldur will remain untold if we do not take this chance," said Jackson. "The richness of the story of The Hobbit, as well as some of the related material in the appendices of 'The Lord of the Rings,' allows us to tell the full story of the adventures of Bilbo Baggins and the part he played in the sometimes dangerous, but at all times exciting, history of Middle-earth."
He continued: "So, on behalf of New Line Cinema, Warner Bros. Pictures, Metro-Goldwyn-Mayer, Wingnut Films, and the entire cast and crew of 'The Hobbit' films, I'd like to announce that two films will become three."

What you are refering to were talks before the films were greenlit. They were talking about 2 or 3 films and finally settled on 2. When they started to shot the 2 films, it was supposed to be 2, ever 3.

How the hell are they going to make three films based on the Hobbit? Is the first movie going to end after they escape the goblins that caught them at the Misty Mountains? If that is the case, then the second film will probably end with the death of Smaug and the third will end with the Battle of Five Armies. Stretching the content so thin is probably going to make for three extremely boring films that only hardcore fanboys will appreciate.
